This means that eligible senior Singaporeans will receive up to S$800 by the end of the year.

Additionally, an additional S$200 voucher will be distributed by the Community Development Council (CDC) to every Singaporean household from January 2024, bringing the total paid out that year to S$500.

Announcing the new cost-of-living support package on Thursday (Sept 26), Deputy Prime Minister and Finance Minister Lawrence Wong said the additional support was expected to benefit around 2.5 million Singaporeans.

He said past reserves would not be reduced to fund these additional measures and the money would instead come from appropriations set out in Budget 2023.

This announcement follows the recent increase of up to 7% in public transportation fares at the end of the year and a gradual increase in water prices by 18.2% from April next year.

In addition to the additional cash payments and CDC vouchers, the government will be offering additional rebates on Service and Conservation Costs (S&CC) and more U-Save rebates to help save money on utility bills.

MOF said that in 2024, adults aged 21 and above with an annual assessable income of S$100,000 or less and who do not own more than one property will be eligible for the subsidy.

Those with annual taxable income of S$34,000 or less will receive an additional S$200, while those with annual taxable income between S$34,000 and S$100,000 will receive S$150.

Over a two-year period from January 2024 to December 2025, 950,000 households will receive an additional S$20 per quarter in U-Save rebates. These discounts are offered in conjunction with regular U-Save discounts to cushion the impact of price increases. Carbon taxes and water prices are scheduled to be imposed in 2024 and 2025, respectively.

MOF announced an additional grant of approximately S$300 million in 2024 to cover the 15.6% deferred tariff adjustment amount to be carried forward to future tariff review exercises. This was previously mandated by the Public Transport Council on September 18, 2023.

MOF said the subsidies would help mitigate fare increases and cover the higher costs of providing public transport services “due to continued rises in energy prices, core inflation and strong wage growth in 2022”.
